    Terms of Reference

    The Human Resources Committee shall be subject to the terms of reference as follows:

    1. to assist the Board of Governors in overseeing all strategic human resources (“HR”) matters and ensuring that HR frameworks, policies and practices support the University’s mission, values, financial sustainability and regulatory compliance;

    2. to recommend to the Board of Governors the manpower planning strategy including workforce planning, resourcing and organisational design;

    3. to recommend to the Board of Governors the overall framework for pay and grading structure, staff remuneration and annual pay review parameters;

    4. to approve the key HR policies and frameworks in appointment, conditions and service, benefits, performance management, discipline and grievance etc; and

    5. to consider and approve any other human resources-related matters referred to the Committee by the Board of Governors.
