This event to thank our stakeholders is particularly special this year as it also commemorates our gaining of university status in October 2018. With a firm belief in the motto of “Erudition and Perseverance”, the founders established Hang Seng School of Commerce in 1980 to provide a quality education that would encourage young people to adopt positive life values and reach their potential. This objective has remained central in our development as a degree-granting institution, first as Hang Seng Management College from 2010, and now as The Hang Seng University of Hong Kong (HSUHK). HSUHK was the first self-financing degree-granting institution to be granted university status according to the criteria under the HKSAR Government’s Roadmap for Becoming a Private University issued in 2015. This is great recognition of our efforts to promote learning, cultivate inquiring minds and contribute to creating an inclusive and caring community. Such endorsement of our educational approach is a source of great encouragement as HSUHK continues with its mission to nurture well-rounded young people and become a leading private liberal-arts-oriented university. On behalf of the Board of Governors, I wish to express heartfelt gratitude to the Government, particularly the Education Bureau, for its strong support. This came undoubtedly as an affirmation of the vision and ideals on education of the HSMC’s founders as well as a recognition of the dedication and commitment of everyone at HSMC for the past eight years in building this unique tertiary institution in Hong Kong. The 8th day of November 2018 marked a significant date in the history of HSMC as the name of this unique tertiary institution was officially changed to The Hang Seng University of Hong Kong (HSUHK), reflecting the big strides that HSMC had made within its relatively short history as a degree-awarding institute. HSMC/HSUHK, a dynamic and promising tertiary institution, has developed in tremendous pace since its establishment in 2010. I am extremely fortunate and honoured to serve in the Board of Governors since 2009 and serve as Council Chairman since 2015, participate in and witness the various phases of its growth and transformation. Embracing its vision of contributing to the betterment of society and the advancement of teaching and learning pursuant to its unique model of “Liberal + Professional”, HSMC has been diversifying its original focus on studies in commerce to a wider range of programme disciplines and nurturing the next generation to realise their full potential. Amidst the joy and excitement in celebrating the acquisition of university title, we would like to extend our gratitude to the Government of the HKSAR and especially the Education Bureau for their continual guidance and support. In particular I must thank the Chief Executive, the Honourable Mrs Carrie Lam, for her advice and support at the various stages of development of our institution. We must acknowledge with grateful appreciation the foresight and dedication of our founders for selflessly contributing to education and laying a solid foundation for us. We are also thankful to our former colleagues for their endeavours and commitments in building up this institution in all these years; to the management and staff for their dedication and concerted efforts in the pursuit of quality education and the university title; and to our stakeholders, including the Board of Governors, the Council, students, alumni, donors, partners and friends, for their faith, dedication and efforts along the way and especially during the four-day visit of the Institutional Review Panel in April 2018. In taking HSUHK forward as the 11th university in Hong Kong we must be prepared in encountering and standing up to greater challenges. Equally we shall be ready in embracing new opportunities brought about by this fast-changing world. With the dedication and concerted efforts of the HSUHK family, and the continual support from different sectors of the community, I am confident that HSUHK will continue to play a unique and distinctive role in the pursuit of academic excellence, advancing education and research and grooming future leaders for Hong Kong and the region. After eight years of concerted hard work, Hang Seng Management College (HSMC) reached a historical milestone and became The Hang Seng University of Hong Kong (HSUHK). HSMC was the first accredited self-financing degree-granting institution having acquired the university title since the Roadmap for Becoming a Private University and the assessment standards were promulgated by the Education Bureau in 2015. The award of university title affirms the HKSAR Government and the public’s recognition of HSMC’s meeting the rigorous standards of a private university in terms of breadth of programmes offered, research capability, size and scale, governance and management, financial sustainability, academic environment, and quality assurance. Acquiring the university title has been the common dream of the HSMC family. As I recount the challenges we have overcome in our journey for university title acquisition, I feel most thankful and grateful to our stakeholders who have assisted us every step of the way, including the HKSAR Government, our Board of Governors and Council members, staff members, teachers, students, alumni and donors. Without their ardent support, we would not have been able to achieve what we have achieved today. We are also profoundly indebted to the founders of Hang Seng School of Commerce (HSSC), including the late Dr Ho Sin Hang, the late Dr Lee Quo Wei and others, for founding HSSC 38 years ago. It was our founders’ broad visions, strong conviction, and munificent contributions that shaped HSUHK today. HSUHK identifies quality teaching and students’ all-round development as its highest priorities. Adopting the “Liberal + Professional” education model which incorporates the iGPS “desired graduate attributes” framework (wherein i = Intellectual Competence, G = Generic Skills, P = Personal Development, and S = Social Engagement), HSUHK is committed to the transformative power of this educational model that facilitates establishing students’ value system and realisation of their full potentials. The University features top-quality faculty members, award-winning green campus facilities, innovative degree programmes, RGC-funded impactful research, and excellent student support services, with the aim to nurture young talents with critical thinking, innovative minds, caring attitude, moral values and social responsibilities. I believe our acquisition of university title will add diversity and impetus to the development of Hong Kong’s higher education system and offer students with varied talents a new model option to quality undergraduate education. Moving forward, we will uphold our founding motto “Erudition and Perseverance” and continue to provide all-round transformational learning experience for our students. We will diligently implement the initiatives set out in our Strategic Plan 2018-2023 - Riding on the New Era: Private University with a Difference. Some distinctive features of the Plan include the establishment of an art and design academic unit offering new creative disciplines; the provision of a wide range of studies of foreign languages and cultures especially ASEAN; enhancement of new studies in the applications of creative technology including AI, big data analytics, Fintech, Blockchain, etc; and launching the “One Student, One Internship” scheme allowing every undergraduate student to gain full-time internship experience. With our concerted efforts and shared vision, I am confident that we will scale new heights and shine as a leading private liberal-arts-oriented university in the region, nurturing more responsible professionals and social leaders. Within only eight years’ time since launching its first degree programme in 2010, the previous Hang Seng Management College had made achievements in various academic and related areas meeting the standards and criteria of a private university. Such progress was indeed most remarkable. HSUHK will no doubt add new strength to the self-financing post-secondary education sector of Hong Kong which is also facing a new chapter following the Report of the Task Force on Review on Self-financing Post-secondary Education published in December 2018. Milestones 發展里程 HSSC 恒商 1963 Hang Seng Bank set up the Elementary Banking Programme, which inspired Dr S H Ho’s idea to establish the Hang Seng School of Commerce (HSSC). 恒生銀行開辦銀行及商務初級訓練課程，啟發何善衡博士推行創立恒生商學書院 ( 恒商 ) 的發展概念。 1969 Planned to develop HSSC as a non-profit-making institution offering full-time courses at post-Form-5 level. 計劃發展恒商成為全日制非牟利學府，開辦課程，供中五畢業生就讀。 1974 With great effort by Dr Lee Quo Wei, the Hong Kong Government granted a site of over 15,000 square metres in Siu Lek Yuen, Sha Tin, New Territories for the HSSC campus. 憑著利國偉博士的努力，香港政府批出新界沙田小瀝源超過 15,000 平方米土地，供興建恒商校園。 1979 HSSC was founded with generous donations from the S H Ho Foundation, the Ho Tim Charitable Foundation, Dah Chong Hong Limited, several founding directors of Hang Seng Bank, and Hang Seng Bank Limited. From 1980 to 2009, HSSC was a pioneering and leading provider of post-secondary programmes in business and related areas. In response to the Chief Executive’s Policy Address in 2009 which highlighted the growing significance of quality private universities in Hong Kong, HSSC, in 2010, was re-structured and became Hang Seng Management College (HSMC), a non-profit private university-level institution registered under the Post Secondary Colleges Ordinance (Cap 320) to offer bachelor’s and above degree programmes in diversified disciplines. Eight years later, on 30 October 2018, HSMC was granted approval by the Government of the Hong Kong Special Administrative Region (HKSAR) to change its title from “Hang Seng Management College” to “The Hang Seng University of Hong Kong”. HSUHK aspires to be a leading non-profit, private liberal-arts-oriented university in the region, recognised for excellence in teaching, learning and research, serving and advancing our society and the world. HSUHK has five Schools — Business, Communication, Decision Sciences, Humanities and Social Science, and Translation, with a student population of around 5,000 and 200 full-time academic staff members. It adopts the “Liberal + Professional” education model incorporating the iGPS “desired graduate attributes” framework (wherein i = Intellectual Competence, G = Generic Skills, P = Personal Development, and S = Social Engagement). HSUHK is committed to the transformative power of this educational model that facilitates realisation of the individual’s full potentials. “Liberal” means a broad-based and cross-disciplinary approach to connect knowledge domains, facilitate thinking, and solve problems. The University believes that the purpose of undergraduate education is not solely for acquiring more knowledge and a better job prospect after graduation, but also for cultivating students’ personal values, interests and transferrable core competencies, preparing them to become well-rounded responsible individuals who can handle future work and life challenges confidently. “Professional” means that although HSUHK’s educational approach is broad-based and cross-disciplinary, in view of the fact that most university graduates in Hong Kong tend to seek a full-time job right after their first degree, many HSUHK’s degree programmes also have a professional orientation which aims at equipping students with the competencies to enter into particular professions in the future.
